The National Capital Interoperability Program (NCRIP) described above includes the Regional Wireless Broadband Network (RWBN), which aims to extend intricate collaboration amongst all regional public safety agencies to all wireless communications. Televate is managing and performing the design engineering as well as the deployment of the RWBN, assessing regional broadband data requirements and developing solution selection criteria, and working closely with the region’s 700 MHz coordination leaders.
Televate designed this highly innovative and efficient network. As part of the scope of work, Televate assessed the regional data requirements, and developed a solution selection criteria. After reviewing industry-wide solutions, a technical evaluation was prepared identifying and analyzing radio spectrum options available for the network. In addition, Televate recommended a strategy which included the selection of the 700 MHz band within the spectrum reserved for data transmission. Televate developed a network architecture that leverages existing radio infrastructure assets of the various participating regional agencies as part of the implementation strategy, enabling roaming between jurisdictions with mutual operational governance. Televate managed an outreach effort with participating agencies and performed an inventory on tower availability or buildings to install radio equipment (i.e. antenna space, backhaul capabilities and other facilities such as power and AC units). Recently, Televate prepared the network vendor hardware Request for Proposal, analyzed the responses, and provided selection recommendations to the District’s Chief Technology Officer.
Today, the first phase of the RWBN is being stood up, and live, day-to-day operations are anticipated for July 2007. The RWBN is a $75 million dollar plus, multi-year project that will cover more than 2,500 square miles, encompass more than 100 cell sites, providing broadband communications to over a hundred NCR first responder agencies.
